May 21-22, 2010 - Lou will conduct a sesson on FEMA mapping and recent changes at the Maine State Bar Association's Real Estate Institute.
Projects - as County Planner, Zoning Administrator, and State Floodplain Management Coordinator
- Currently updating the Floodplain Management 2003 State and Local Programs Report for 2010 with the Association of State Floodplain Managers.
- December 2008 on - Employed by Department of Homeland Security / Federal Emergency Management for Disaster Assistance. Projects include serving as the Deputy Director of Mitigation in Portsmouth, NH and as the Floodplain Management / Flood Insurance Supervisor in Frankfort, KY.
- 1985 Peoria County Hazard Mitigation Plan - The plan won awards from National Association of Counties and the Association of State Floodplain Managers.
- 1972-1987 Rewrote Peoria County's Zoning Ordinance, served as County Plat Officer, and wrote letters of review on all zoning issues and subdivision matters
- 1989-2008 Developed Maine Floodplain Management Handbook and updated annually
- 1999 Responsible for the development of the Mitigation Planning Addendum to Comprehensive Planning Guidance provided to communities by the Maine State Planning Office
- 2002 Developed Maine's Flood Mapping Needs Assessment
- 2004-2005 Development of the Maine Floodplain Management Program's Five Year Plan for Community Assistance Program/State Support Services Element. The plan was cited as model by FEMA and ASFPM.
- Developed FEMA's Map Modernization Program for the State of Maine.
- 1989 – 2008 Maine River Flow Advisory Commission as representative for Director of State Planning Office,
- Maine Interagency Hazard Mitigation Council

Lou receives the Lifetime achievement award on behalf of the Illinois Association of Floodplain and Stormwater Managers. He is the founder of this highly successful organization.
